Added ability to edit an existing Allocation.

In Allocate, there is a new modal-based form that walks users through creating or editing an Allocation.

Users now have the ability to upload allocations to Allocate. With this release users can now,

• Download a template of the currently defined data in Allocate.

• Upload allocations to Allocate.

Update Baseline Formula Adjustment Logic

In Allocate, dollars awarded in a formula must now be associated with a specific Allocation. When creating or updating an exisiting formula, users now have a new field called “Baseline Allocation” which defaults to the default Allocation for the district.

Users will now see a modal based form when they edit an existing Allocation.

Updated Segment drop-down list.

If you go to Admin → Districts → Any district and scroll down to Segment Type Classification, there are four Segments listed in the dropdown, no matter the district:

These Segment types are varied, and should change based on the Segments at that particular district.
